PPC 2000 Contract for Project Partnering & the 2005 Term Partnering form.

The Association of Consultant Architects Ltd has published the Project Partnering Contract, PPC 2000, Which caters for partnering on single projects.
PPC 2000 has been endorsed by CIC, M4i, Housing Forum, Local Government Task Force and Construction Best Practice Programme.

RICS New Rules of Measurement (NRM)

The Quantity Surveying profession now has the opportunity to measure construction projects from beginning to end using a single standardised rule book.

The RICS new rules of measurement (NRM), are a suite of documents issued by the RICS Quantity Surveying and Construction Professional Group and will be published in stages over the next two years.

NRM: The rules have been written to provide a standard set of measurement rules that are understandable by all those involved in a construction project and will comprise three volumes:

'Volume 1 - Order of cost estimating and elemental cost planning' is due out Summer 2009, followed shortly by 'Volume 2: Works Procurement', and with the last section 'Volume 3: Post-completion procurement' being published in the summer of 2010.

Although written primarily for the preparation of order of cost estimates and cost plans, the rules will be invaluable when preparing approximate estimates. In addition, the rules can be used as a basis for capturing historical cost data in the form required for order of cost estimates and elemental cost plans, thereby completing the 'cost management cycle'.

These rules provide essential guidance to all those involved in, as well as those who wish to be better informed about, the cost management of construction projects. The RICS new rules of measurement are based on UK practice but the requirements for a coordinated set of rules and underlying philosophy behind each section have worldwide application.

Do you know your CDM Regulations?

The British Property Federation and the Construction Clients' Group issued a report in July 2010 revealing that two thirds of companies commissioning construction services have no knowledge whatsoever of the Construction (Design & Management) Regulations. These regulations - commonly referred to as the CDM Regs and updated in 2007 - apply to almost all construction projects undertaken in the UK.

They were introduced in an effort to improve the management and co-ordination of health and safety and welfare issues in construction projects, and to reduce accidents and cases of ill health in the construction industry.

The recent figures are cause for significant concern. A person or company commissioning works are responsible for them even though they may not handle the works themselves. They cannot delegate this responsibility as was once the case. This means that a person or company with no experience in construction can be held responsible for accidents during building works, and hit with jail terms or unlimited fines, in both civil and criminal actions.
